The
Household decision making process for building a latrine
- For a poor household, the decision to build a latrine for
the first time can be a big one, as such, it can also be a
long process. The arguments for and against building a latrine
will be carefully considered after seeking advice from friends,
relatives and acquaintances. When the householder is satisfied
that building a latrine will be beneficial the process will
commence. Despite good intentions, the building process may
be hindered by any one of many seemingly insurmountable obstacles.
Using the model of ‘Adoption Decision Making Stages’
the project designer may gain a better understanding of where
their target population is on the ‘Preference, Intention,
Choice’ decision making chain, which suggests what constraints
the household may be facing.
The Stool
- Three Legged Stool of
Excreta Management
To encourage and enable a householder to build a latrine,
the following conditions need to be in place:
• Reliable Supply Chains
• User Demand
• The Right Policy Environment
Proceeding when only one of these three elements is available
increases the chance of project failure. For example, creating
demand is futile if the supply chains are incapable of delivering
what is demanded of them by customers.
